New Colorado Law Intended to Help Moms Has Unforeseen Consequences

A new law in Colorado intended to expand access to doula care has led to a series of problems, causing frustration among expectant mothers and doulas alike. The law, which went into effect earlier this year, was designed to increase the availability of doula services to low-income women and those with high-risk pregnancies.

However, the rollout of the law has been marred by issues with reimbursement rates, lack of clarity on billing procedures, and inadequate training for providers. Many doulas report that the reimbursement rates are too low to sustain their businesses, leading some to stop offering services under the program.

"We were really excited about the possibility of serving more clients under this program, but the reality has been very different," said one doula, who wished to remain anonymous. "The reimbursement rates are less than what we normally charge, and the paperwork is really onerous. It's been hard to make ends meet."

Another issue has been the lack of clarity on billing procedures. Some doulas report that they have submitted claims under the program, only to have them rejected due to minor errors in paperwork. Others have reported difficulty in getting in touch with program administrators to resolve issues.

The program also requires doulas to undergo training in order to be certified as "perinatal support specialists" under the program. However, many doulas have reported that the training is inadequate or inaccessible. Some have also expressed concerns that the training does not recognize existing experience and qualifications.

"I've been a doula for five years and have delivered care to dozens of clients," said another doula. "But under this program, I have to go through this elaborate training process in order to be certified. It's not only redundant but also expensive. I'm not sure how much more I can invest in this program before it pays off."

Despite these challenges, many are optimistic that the law will ultimately benefit low-income women and those with high-risk pregnancies. They argue that the benefits of doula care, such as improved birth outcomes and decreased rates of cesarean sections, are well worth the investment.

"Doula care is not a luxury, it's a necessity," said the doula. "With this law, we're trying to recognize the value that doulas bring to the birthing process and ensure that they are properly compensated for their work. We just need to get the details right so that we can make it work for everyone involved."

The issues with the law have sparked calls for greater clarity and investment in the program. Many hope that state officials will take steps to address these concerns and ensure that the program is successful in the long run.

"We need to learn from these challenges and make adjustments so that this program works for doulas, providers, and most importantly, the women who are being served," said an advocate for the program. "There's no doubt that this law has the potential to make a real difference in the lives of expectant mothers and their families. We just need to iron out these wrinkles and make it happen."
